Judith Anderson, a member of S.O.A.R.S. support staff, possesses an Associates Degree in Secretarial Administration, an Accounting Technician Certificate and a Drafting Trades Certificate from New Mexico State University. Jay Jay is proficient with Microsoft Word, Word Perfect, Excel, Access, PC File, Peachtree Accounting, Quick-Books and a number of other computer software programs.
Ms Anderson has experience at technical data and documentation retrieval, indexing and compilation, historical information retrieval and assemblage, transcribing recorded statements, word processing of claims investigations, witness statements, support documentation and arranging claims material chronologically.
Beverly Aragon has over thirty (30) years of municipal state and tribal law enforcement experience. She has served as a patrol officer, detective, and has held various supervisory and administrative positions, including that of Chief Law Enforcement Officer for both the Ramah Navajo and the Zuni Indian Reservations and was a Bureau Chief for the New Mexico Law Enforcement Academy.
In addition to being an experienced police office and law enforcement administrator, Beverly is an excellent "trainer", and has achieved instructor certification in Firearms, Patrol Procedures, Auto Theft Investigation, Community Policing, DWI - SFST, Accident Investigation, Criminal Investigations, Child & Elderly Abuse Investigation, Domestic Violence, and the Positive Influences of Cultural Awareness.
Beverly developed and perfected her organizational and administrative skills while serving as Transportation Director with the Cuba Independent Schools, Basic Training Bureau Chief for the New Mexico Law Enforcement Academy, Director of Security for the University of New Mexico’s Gallup Campus, Chief of Law Enforcement Services for the Zuni Pueblo, Chief of Police for the Ramah-Navajo Agency, Administrative Lieutenant, Patrol Lieutenant, Detective Division Lieutenant, for the Grants Police Department. Where she emphasized the necessity of earning the “Public Trust”, through demonstrated productivity, accomplished with integrity and professionalism, with absolute accountability in a transparent environment open to the Public.
A graduate of the University of New Mexico, majoring in Physical Education and minoring in Physical Therapy, Beverly has earned a wide variety of additional course certifications from the New Mexico Law Enforcement Academy, the Federal Law Enforcement Training Center, the University of Oklahoma, Eastern Oregon University and the Cooper institute, located in Dallas, Texas.
William, a graduate of Los Alamos High School, Western New Mexico University’s were he graduated with honors, earning a earning a Bachelor of Science Degree in Criminal Justice Administration. William also graduated from the Federal Bureau of Investigation National Academy, in Quantico, Virginia and has amassed over fifteen hundred hours of law enforcement training.
During his law enforcement career, William served as a Special Investigator for the United States Department of Interior Forest Service. In 1971, he accepted a position with the Grants Police Department, where he served as a Detective and Detective Sergeant, before being recruited by the Thirteenth Judicial District Attorney’s Office, to serve as their Lead Investigator.
In 1975, William returned to the Grants Police with the Rank of Captain and served the department until 1981, when he resigned as Deputy Chief, to become the Chief of Law Enforcement Services for the Acoma Indian Pueblo. After leaving Acoma in 1986, William served as the Director of Law Enforcement Services for the Ramah Chapter of the Navajo Nation and assisted them in establishing “Home-Rule” law enforcement services through a 93-639 contract with the United States Bureau of Indian Affairs.
For the past twenty-three years, William has directed S.O.A.R.S.’ efforts in providing tort claim investigation and adjusting services to a host of State, County and Municipal governmental entities, as well as select private businesses and attorneys. William serves as S.O.A.R.S. president and General Manager.
David Osuna has a combined twenty-five years Law Enforcement and Corrections experience and another five years experience as a Private Investigator. David began his law enforcement career in 1977 as a patrolman with New Mexico State University Police Department, while pursuing his post-secondary education at New Mexico State University. A year later he accepted a Uniformed Officer position with the New Mexico Department of Public Safety, where he served the citizens of New Mexico, for the next twenty-four (24) years.
David experienced a rewarding and progressive career with the State Police. Through hard work and dedication, David worked his way through the ranks from Patrolman, Criminal Investigator, Sergeant, Lieutenant, Captain, Major and finally, Deputy Chief.
After retiring from the State Police in 2002, David accepted a position with the Management and Training Corporation (MTC) as Chief of Security for a six-hundred-eighty-two bed Adult Detention Facility. After five months with MTC, David was elevated to the position of Deputy Warden.
David holds a Bachelor of Science Degree in Workforce Education and Development from Southern Illinois University and is a graduate of Northwestern University’s School of Police Staff and Command. David joined S.O.A.R.S. in 2005 and has, for the last six years, played an active role in building and molding S.O.A.R.S. into one of the State’s paramount defense oriented investigation and government tort claim adjusting firms.
Mr Osuna is actively involved in community affairs serving on the Student Wellness Advisory Council, Coaching Girls Basketball and serving as a Religious Education Instructor. David is serves as an official referee for the New Mexico Activities Association and Rocky Mountain Athletic Conference Division Two College.
LeRoy Sandoval retired from the Albuquerque Police Department (A.P.D.), after twenty years of exemplary service. During his tenure with A.P.D. LeRoy served in the Patrol, Community Liaison and Investigation Divisions. LeRoy is bi-lingual in English and Spanish and has three years undergraduate work at New Mexico State University in Criminal Justice Studies.
After leaving A.P.D., LeRoy accepted a position with the United States Office of Personnel Management (OMP), where he conducted background investigations of individuals seeking employment with the United States Government, which require “security clearances” to establish personal character and integrity. After leaving OPM, LeRoy accepted a position with the United States Department of Commerce, where he conducted background investigations for the National Oceanic and Atmospheric Administration.
In 1995, LeRoy joined S.O.A.R.S., bringing with him an intricate understanding of government organizations, their structures and operational processes. LeRoy’s years of investigative training and experience proven to be a positive asset in investigating citizen complaints against New Mexico’s State, County and Municipal agencies and identifying and preserving information and documents required to assess the merit of individual tort claims.
Philestina "Philly" Yazzie
Philly, an enrolled member of the Navajo Tribe, comes from the Haystack Area of the Baca Chapter, on the Navajo Nation. She grew up in Haystack and attended High School in Thoreau, New Mexico. After graduating from High School, she attended Eastern New Mexico University for two semester, before transferring to the University of New Mexico at their Gallup Campus, where she remained for two years.
Philly decided a career in corrections appeared promising and enrolled at the New Mexico State University Correctional Officers Training Academy (COTA) where she graduated in 2006. Philly started at the New Mexico Womens’ Correctional Facility in Grants, New Mexico as a as a Correctional Officer, immediately following graduation from C.O.T.A. Philly worked with the inmates on a daily basis in a one-on-one environment.
In 2008, Philly was promoted to the position of Correctional Counselor, where she served as a Unit Supervisor, overseeing two-hundred-seventy-four (274) Inmates and twelve (12) to fifteen (15) Correctional Officers on a daily basis. Next, in 2010, Philly was transferred and placed in charge of a Segregation Unit, which housed twenty-four (24) Inmates. During this time period, Philly became a member of the facility’s Special Operations and Response Team (SORT).
In 2011, Philly was assigned to be the facility’s Intake Officer, where she processes the arrival, detention and release of all Inmates entering and being discharged from the institution. During this period, Philly has also served as the Facility’s Armorer, maintaining control and accountability for all weapons, ammunition and chemical agents. Philly as also been designated as the agency’s chemical agents instructor and is “Trainer for Trainers” certified.
